The procedure is carried out only by one state body of the Russian Federation — Glavexpertcenter (www.nic.gov.ru), controlled by the Federal Service for Supervision of Education and Science. There are no other institutions authorized to carry out nostrification in the Russian Federation, so any certificate issued by any other institution is a fake!

Please note that if an agreement on mutual recognition of educational documents is concluded between the Russian Federation and the state of origin of the document, nostrification of documents is not required!

Submission of documents for the nostrification procedure is possible in several ways, including: personal appeal, mail transfer, submission through the «Mail box» in the National Information Center in Moscow.

In order to issue the nostrification of an education document, you must provide the following documents:

6. The original annex to the education document, if it is provided for by the legislation of the state in which such an education document was issued: if the application is not provided for in the country of issue of the document, then you can provide an archival certificate from the educational organization, or a transcript, or another document according to which it is possible to compare the received foreign education with Russian standards.

After submitting the documents, the applicant / his representative is issued a receipt for payment of the state duty, in the amount of 6,500 rubles (the receipt can also be sent by e-mail to the specified address). The state duty must be paid before the issuance of the certificate, because information from banks may be delayed. The payment must be made in rubles only. On the territory of the CIS countries, banks make payments in rubles (or there are branches of Russian banks), applicants from far abroad, as a rule, ask their acquaintances / relatives / friends in Russia to pay the state duty on their behalf.

The total period for the provision of public services for the recognition of a document of a foreign state on the level of education and (or) qualifications in the territory of the Russian Federation does not exceed 45 calendar days from the date of receipt of the application and the documents attached to it.
